In January, 2008, PPG Industries Fiberglass Products announced that it had received $3 Million in federal grants to conduct research and development at it’s Shelby, NC plant. Last November they announced a multi-million dollar expansion of the same facility and the planned addition of 120 new workers. Instead, they will now be cutting 90 jobs from the facility. The job cuts are in addition to positions that have been previously furloughed at the same facility.
In addition to the federal grant, Cleveland County gave PPG hundreds of thousands of dollars in incentives for the facility. These incentives were contingent on the job creation, so the county will withhold $300,000 until the expansion moves forward.
“We’re certainly disappointed that that didn’t come to fruition,” said County Manager David Dear, referring to the planned expansion. “But we understand the reasons behind it.”
He might, but some others may not. Besides the $3 million federal grant and the $300,000 county incentives, the City of Shelby also put together a $600,000 package including a lower water rate for PPG and other incentives. Those incentives were not contingent on fulfilling the planned expansion and job creation.
